The species of turtle you have is probably a painted turtle. Few vets treat turtles and this is a problem.

1 Clean the water asap. Get the temperature in the tank to 85
2 If there is a tropical fish tore you can get both anti fungal and bacterial solutions in the medicine aisle.
3 Feed the turtle guppies.

I hate to say this, but I bet the basic care and diet are to blame. A single puffy eye is often a sign of injury and infection, while not eating is usually a sign of cold water temps.

To keep a turtle like the Painted happy, try:

- BIG tank with heated (75-80F), filtered or frequently changed water.
- Good basking sites, heated to 85-90F
- Lighting that includes UVB rays
- A varied diet based on good pellets and supplemented with live or frozen/thawed 'fish foods' like worms, etc.

It is an eye infection which will kill it if you do not take it to a vet ASAP. The Vet will give you a special eye drop to use and he should get better soon.

He is very sick and needs to go to the vet asap. It could be anything. I just had the same thing happen with my Sulcata Tortoise and it was because is was not getting adequate lighting. It could be anything from an illness to him lacking the vitamins that he needs.
