your probably clicking the wrong button,its not the 'plan outfit' button its the 'change outfit' button.
or if its still not working then type in the cheat code:
boolprop testingcheatsenabled true
and SHIFT CLICK your sim and select 'change suit' and select the clothing

You have click on the dresser and you'll have two options, "Plan Outfit" and "Change outfit." Try that.
