Hi, i am an American living in Mexico, and as far as I know, EVERY foreign national needs a visa to visit Mexico. if your visit is for 180 days or less, you may obtain a tourist card visa on the plane or at the border. It is only about $20.00 U.S. I know many different foreign nationals, and all have some type of Visa. Please check with the Mexican Embassy or Consulate near you.

Yes you do but you receive a visa that's included in your air line ticket price. When you fly over you will be asked to fill out a visa question air form before you land.
