1: Enforce the laws.
2: Stop promoting drinking as something you automatically do in College.
3: Educate people better.
But regardless, people want to re bell against the Government and Society, so just as it was when prohibition came into effect, the people demanded it. Good question though.

Well, I am a fan of a good old fashioned *** beating, followed by a severe grounding. This was how I was raised and I was scared to death to get into trouble. My sister, however, was "the baby" and raised differently. My parents never laid a hand on her, or punished her for anything. She ended up going to a high school dance drunk a few years back.
