From what I learned in my African studies classes and numerous politics and sociology classes, I'd say unity (a sense of country and identity), a political culture that supports democracy, along with an educated (literate) populace.

Without unity, people in a particular country have nothing that ties them, or gives them a vested interest in their nation and it's progress. Without it, people are interested only in their own survival.

For historical references, look at the history of the African nations. They were created with arbitrary lines by people who were not native to the area (Europeans) and the lines they drew oftentimes split ethnic groups and put together groups that were bitter enemies. The result is what you see in the continent of Africa today, a diversity of culture and ethnicity, but no sense of country unity or identification.
