Is that semen ?

But as far as I know, semen comes out as a result of sexual stimulation only.

This is most likely a secretion from your prostate gland, some sperm may be included. So, yes this is sort of semen.
This is normal for a guy to experience in the absence of regular ejaculations. It is normal, I've had the same experience myself under the same circumstances.
Urinating can stimulate the expulsion of sex glands that are full. Now, if you are having a white thick secretion at other times (other than urinating) see a doctor.

Semen comes out regardless of whether you have sex or masturbation. Your body is continuously making new sperm, and the old stuff has to get out of the way!
However, you should get yourself to the doctor. A thick white discharge in your urine can indicate an infection at work in your body.

Its possible that since you have stopped masturbating, the sperm started to build up because It has grown accustomed to being released, periodically.

When I don't get a lot of sex this happens to me, so masturbate more it's good for you plus feels so good.
