Check for sound or noise ordinances in the jurisdiction, and keep calling the police when violations happen.
Start a petition with signatures of others being bothered by the noise.
Write to the editorial page of the local paper.
When you go to work or out for any length of time turn on as much noise as possible. Quid pro quo.
Light some marajuana and toss it thru an open window, and call the police to complain about the 'odd' drug-like smell.
Order items to be delivered to their residence. Be sure to give their phone number with the service.
Subscribe them to magazines with horrid stigma attached to them. Im sure the post carrier will inform the neighbors before too long.
Have parties when they turn in for sleep.
Glue the door locks.
If the police insist that the issue is environmental, petition an environmental agency for the noise disturbances on health issues.
Have a doctor diagnose fatigue or other sleep related issue, and use this to file suit on the offenders for impairment of health.
If you are renting, check your copy of the agreement. If there are rules governing noise, and they are being violated, sue the property manager, and owner for breach of contract.
I could go on, but the suggestions get a little dark from here.

I'm guessing that you've checked out whether they are renting or they own the property. If you haven't then check this out right away, try entering into polite conversation with them or something. If they are renting then that's great, complain to their landlord next time he's about and then he may wish to take it further. It may not work, but it's worth a shot.
Other options are to write to the council every day (laborious, but worth it) complain of the noise pollution, if you are losing sleep then go to your doctors and show the council a copy of any prescription you get for sleeping pills etc. If you believe that there is drug abuse occurring in the premises then the police might be interested in this, especially if you say that lots of different people are coming round all of the time. They might suspect dealing and take it further. If they're in jail they can't make any noise!
Last option from me is to contact your MP, most of them are very useful and really care for their constituents. Things will get rushed through very quickly once they are involved.
Past that I'm shot for ideas, just don't confront them, I know that sounds defeatist but they'll probably end up victimising you, and that's not worth all of the sleepless nights in the world, god only knows what they're like!!

i'm on the floor floor too with only one floor above. I submit with the infants working approximately in the process the day although that is while the adults are available in at approximately 2am and placed the music on, shout, chortle and communicate until 5.30 then flow to mattress. and don't lie nonetheless. even though it in basic terms occurs approximately two times a week so i do no longer assume there is a lot i will do even although our council states "noise might desire to be stored to a minimum and no noise is permitted to be heard from any factors between 11.00pm and 7.00am day after today".

the council are right you have to keep a diary of all the things they are doing so when it goes to court they will have the evidence to evict them but i would try phone'in the council again and try and explain that it's getting to the point where you're feeling ill and not getting any sleep if they don't respond to your request then get in touch with your local mp and ask for help you should not be suffering this kind of abuse good luck

You need to keep informing enviromental health-If the noises are over a certain frequency it has to be investigated so i would try and record some of the noise for proof. Also make sure you inform your doctor cos they can back you up when you need to prove it's effecting you health.

i had a similar problem years ago. what i did was place my stero speakers down on the floor turned on the bass set it at full volume and put the cd on repeat, then i went out for the day i worked for me

phone your local council and ask for environmental health department and make your complaint about your neighbours.
they helped me in the past, my neighbour was given an asbo. and has now been evicted.

time for you to move, find another flat. if youre in a council flat, you may have to go on a waiting list before you can get another place. ofcourse you could find a flat with a private landlord and get the DSS to pay your rent. i would move away as quickly as possible and dont tell anyone, pack up and leave.

you should not have to move its your flat and you have your rights like they do. dont take it apoun youre slef to talk to them, go and tell the police that you have to do something like evict them or the land lord can do that, i hope everything works out
