Meeting a celebrity is not a big deal , and that too if they are in your area then its even easier . but my opinion is that one should have some purpose of that , simply meeting them because to tell that you are fan of them is no use . but its your wish .. generally they will always wish to see their fans but due to privacy and security concerns its not a easy process , and that too meeting a star is not calk walk . Every celebrity has a PRO( public relations officers ) and managers who manages fans related things , so approach these persons and tell your wish , they will arrange you for that . you can find those contact details by google celebrity name followed by adding manager . ie " actor chiranjeevi manager " . like this you can meet your fav celebrity . chat with them and take a photos . Above said things are straight forward procedure to meet a celebrity in which you can approach in a decent way also has time to discuss whatever you like to ask them . talking to them in a public place while they are jogging , walking is not advisable also not good too .

You don't... Unless they make a movie or appearance in your city/state then you dont meet them.... their security guards wont let you get too close to them, only if you ask... but that is a good question.. because i have no idea
