Does it have a specific meaning when a ring is worn on the thumb and/or the toes?

I have a toe ring and a thumb ring. The toe ring I got because I wanted it for me. The thumb ring was a gift from a friend of mine (it's a men's ring that's the smallest size it came in). There's no other meaning for them, at least not for me.

No, here in the U.S., there is no significant meaning. It is just jewelry.
