My boyfriend wants to claim me on his taxes because he took care of me for the year and he can claim me as a dependant depending on the GA cohabitation law.

The existance or non-existance of a cohabitation law in Georgia is irrelevant. Your boyfriend CANNOT legally claim you on his taxes unless one of two things are true:

1. You are married
2. He is your LEGAL GUARDIAN

Since neither of these is true, you are NOT his dependent and he recieves zero tax benefits for supporting you. There is no rule allowing people that live together (boyfriend/girlfriend) to claim each other in this way.
