North Korea India Pakistan and soon enough Iran and Venezuala.

America has done everything in it's power to stop and delay this but the time seems to be here when traditional western powers (and Russia ) can no longer claim a monopoly

American Presidents might start hearing things like atack that nation and we will turn your nation into a glass sheet that won't support more than a roach .

How will this affect American forign policy ?

Initially, it probably won't.

Let's say those countries have the ability to create a nuclear weapon. But how will they deliver said 'glass sheet' destruction? Some old F-16 they bought from the US a decade ago? That's easily shot down. Medium or long range missiles or ICBMs? Maybe, but how many countries have the capability?

And would they be willing to be nuked themselves? Let's say Venezuela launched a salvo of nukes at the US, disregarding any research or capabilities in anti-missile systems. Sure, a chunk of the US would be gone, but then Venezuela would be too. It goes back to the Cold War again, except that it will only take one nuke instead of 10 to blow up the other countries. They definately aren't as big as the Soviet Union was. Our military might invest in more nuclear subs or ships with nuclear strike capabilities in order to have the Mutual Destruction we had with the Soviet Union.

What we are trying to prevent is world contamination. The consequence of any country using Nukes is high levels of radiation in our atmosphere that will change life as we know it. America will preemptively strike strategic nuclear threats with conventional ordnance as danger becomes imminent. That's because unless the nuke is exploded as designed, it is considered a "dirty bomb" that only contaminates the local area. The US has the technology to take out specific targets anywhere and any time those targets become a threat.
