The movie is "Fallen Angel". A photographer targets runaways and lonely young girls to take lewd pictures of them. He obsesses about one girl particularly. Her name is Jennifer but he calls her "Angel". I've attached a link.

I know this movie. It stars the girl who plays Audrey in National Lampoons European vacation.
