Assume that one person "did it", is lying about it by trying to place the blame on somebody else, and the rest are not lying either because they know who did it or they have no reason to blame somebody they're unsure about.

First, assume Al is the one who's guilty. Then Betty didn't do it. Betty would really have no reason then to say "Don did it", even if the rest of the statements are consistent.

If Betty did it, then she's trying to pass the blame on to Don. The rest of the statements fit, with Al and Don knowing it was Betty, and Carl just pleading innocent.

If Carl did it, then it begs the question of why both Al and Betty would accuse somebody else entirely.

If Don did it, then Betty and Carl make sense, but we don't know why Al would try to blame Betty.

So the scenario that makes the most sense is if Betty did it and is thus the one who's lying.

If Al said the truth, Betty did it, and lied in her declaration, so Don said the truth.

If Al said a lie, nothing can be inferred yet; trying other declarations. If Betty said the truth, Don did it, and Don lied. If Betty lied, Don said the truth.

Nothing can be said about what Carl said.

All in all, the problem appears to be incomplete or badly thought over; there is no satisfactory answer.

Assuming that Betty was the only one who lied, she did it.

Don said that Betty lied when she said he did it. She did say he did it, so she lied and Don didn't do it.
Carl said he didn't do it, which was true.
Al said Betty did it, assuming that he did not lie, it must have been Betty.
