The first thing you need is a resume and a basic cover letter. You may not be able to make a resume however. If you can think of any awards you have, extracurricular activities, contributions you've made to the community then you can make a resume with no job experience. Otherwise, it's not necessary.
There are several webpages you can use with tips on building resumes and cover letters, they give you templates to use so you don't have to feel overwhelmed.

If you look in the classifieds there are usually one or two jobs that say any age welcome. You can try for those jobs. You can also try something like youthcorps which gives youth job training. Another job that usually allows youth are coaching/assistant coaching for younger children. It's probably best that you start out volunteering somewhere this year so next year you can have a resume with experience on it. There are more places that will hire at 16 instead of 15 because of insurance reasons. There is always babysitting and delevering newspapers.

Here is some websites that might be useful to you:

Also, go to google and type in jobs for youth I got a lot of hits.

I am sure you do not really want a job, you really need money for your own things that you parents won't pay for that.

If you are from a poor family, it makes sense for you to work. My advice is that you should focus on your school. Your goal is to finish college. You have to work for your whole life. You don't need to start working now.

Well, being 15, you can't do much but maybe you can ask the neighbors if you can do things for them all year around like rake, shovel, mow the lawn or ask your parents for allowance and help around the house
