If Arnold became speaker of the house, he would not be constitutionally eligible to succeed to the presidency if the presidency and vice presidency were vacant. The president pro tempore of the United States Senate would get the gig.

Arnold would not become speaker of the house. He would have to be a congressional representative first.

If in some weird world he did become speaker, he could not be president, as he is not a native-born citizen.
