I haven't bought a cell phone in a LONG time...what's the best Verizon phone and plan.

Depends on your usage . . . you have to make that choice!! If you intend to stay with Verizon you should just go to their website and look at what is available for phones. No doubt you can get a phone for little or no money by signing up for a new plan. I got a Motorolla E815 for $0 just by signing up for a new plan.

You really only need to ask one question, "what do you want your phone to do, besides make and receive calls?" Once you answer that then you can narrow your search. There are some great phones for new technology users that are both robust in features yet easy on the pocket book. Both the LG 8300 & LG8600, are good phones on the Verizon Network. The two most popular (do not confuse popular with good) phones are the Motorola Razr and the LG Chocolate.
