if i buy a 1000 shares at $15.00 can i set a sell price of $16.00 and if the stock hits $16.00 the trader (scotttrade,etrade etc.) it initiates the sell order at $16.00 for me and completes it at that price?

yes - that is what happens when you place a limit order - assuming the stock goes to at least 16, you will get 16 or better (minus commission)

Seems pretty suspicious to me. I don't suppose he has a .gov email address either, right? The language regarding paypal seems to be cut & pasted from the paypal website. "Father" always capitalized - I bet this person does not speak English as their first language - good indicator of a scam - they usually are trying to sound like they are local to you but really are on another continent. Tell him you're uncomfortable with this situation, but email or call after the 27th and if the car is still available you'd be willing to meet up. Oh, and what kind of place doesn't let their people use the phone??? You won't hear from this guy again, except maybe to say that he'll send you $10,000 and he needs you to Western Union him $5000 back to pay his agent . . .
