Have you studied acting? There are many Talent Agencies in New York City. You need a strong theatre resume with, preferably, performances at regional theaters. You don't just "get" an agent in NYC. Agents go to the theatre searching for new talent. When you are in a production mail your photo-postcard to the talent agents informing them of your performance. Actors perform in showcases to be seen by agents.
If you are new to this, don't expect agents to be beating down your door. Be prepared to take more acting classes when you arrive in NYC.

Best bet is to submit your headshot and resume to a number of casting and theatrical agencies. It would be a good idea to contact them first and ask if and when they are accepting submissions; some only do that twice a year.
Be warned, any agency that asks for money up front is a scam; agents make their money by taking a percentage of your earnings. Because of that, they're only going to take someone whom they think can earn them money, so you may get a lot of rejections.
ln the meantime, keep taking classes, do local theatre, grab any opportunity to perform or participate in theatre to learn as much as you can.
