Put a safety pin on the lining of your skirt on the inside. It should help cut down on the static cling. It's what I use if I don't have any static guard.
You can also try rubbing a little bit of lotion over your tights. That will help too.
Good luck!

There is an easy solution to this. When it is clingy, just use a dryer sheet and rub it on the tights while they are on your legs. Also rub it on the inside of your skirt. Simple, cheap, and easy!

I think you can take a dryer softner sheet and rub it on your tights where your skirt touches. That should help reduce the static cling. *-*

Dryer sheets work wonders. I also use them on my hair, which I thought would be weird, but really helps.
