How many cars .can a highway accomodate before it gets congested?

Given 5 lanes on a freeway, how many can cars can it accomodate for people to be able to drive an average60 miles per hour?

However, if they drive like most people in Florida, then more than 24 is a threat of congestion.

Keeping in mind that it only takes one idiot to cause a traffic jam... and keep the typical 6 car lengths interval with an average of 17'/vehicle... 259 vehicles per mile.
