It was in some futuristic prison camp where the warden would regularly hold "hunts" of the inmates. The hero was some sort of political prisoner that they tortured a bit. The plot was similar to "The Most Deadly Game" but wasn't on an island, and the prey were all official prisoners of the state. The movie is not "Deadlock"
On hunt day I remember the political prisoner guy, a woman and another guy, black I think, plus there may have been others set loose to be hunted. If thy got to a certain point they were to be freed.
There was the warden, two other men and a woman doing the hunting. I recall the woman looking like Joan Collins, but could be wrong. I looked her up on IMDb but saw nothing that might be this movie.

This movie was from the 70s to early 80s, Stalone, nor Arnold were in it.
The look and feel of it was more like "Death Race 2000"

I checked IMDb, there is no version of "The Running Man" that is like the movie I am talking about. I know the Arnold Swartzenager one, I saw it when it came out in the theaters. I saw the movie I am talking about years before that.
It had no fancy special effects.
In one scene the political prisoner guy was being tortured, this is well before the hunt, by being put into a box with a false floor. The box was thin, and weights were added to the cables that pulled the floor up, in effect pressing him. Each time the warden asked a question and didnget a responce he liked, he had more weight added. That is about all I can remember as far as other details.
Well, of course during the hunt the prisoners were unarmed, got the weapons of one hunter and turned the tables.

Also, this was a 90 to 120 minute movie, not a TV series.
