How many angels should I put in it? What kind of tetras? I like black skirt and neon/cardinal...would these work? What bottom dwellers would go in there (south american)

In a 55 gallon tank you could go with 4 or 5 angel fish. Get a group of youngsters, and they'll even pair off and you can observe some really awesome spawning behaviour.
I would only go with one school of tetras. Two schools starts to be a heavy bioload, and you will observe less impressive schooling behaviour with 2 small schools than you would with 1 large school. I would suggest going with either 10-12 cardinals or rummy-nosed tetras. Both of those are large enough to not be eaten by even a big adult angel, and are both tight schoolers - the rummy-nose especially.
Black Skirt tetras are not ideal because in my experience they can be nippier than barbs. They bugged my angelfish until I booted them out of the tank.
For bottom dwellers, a school of 6 corydoras julii would be nice, and/or a bushy-nosed tetras, all of which are south american.
And load up on Amazon sword plants :)

If you have angels, DO NOT get neon tetras. In the wild, the neon tetra was the main diet........they're enemies. and cardinals are so closely colored and have a similar body shape, i wouldnt do them either. Sure, people will say that if you raise them from babies at the same time, they might get along......but usually nature takes its course. Besides, it's a lot cheaper to buy flake food than it is to buy a neon tetra.

angels get fairly big so make sure they have room. any tetra will work fine.
cory cats are south american -- they do great in small groups. there are about 30 different kinds to choose from.
guppies, pencilfish, hatchets, silver dollars all come from south america.
