it doesnt go when pc's turned on

Below is what I have found out about monitor off mode's

Monitor Off Mode: The lowest power consumption mode which cannot be switched off (influenced) by the user and that may persist for an indefinite time when a computer monitor is connected to the main electricity supply and used in accordance with the manufacturer's instructions. For purposes of this specification, Off Mode is defined as the power state when the product is connected to a power source, produces no images, and is waiting to be switched to On Mode by a direct signal from a user/computer (e.g., user pushes power switch).

Make sure it's plugged into the pc properly. If, so, make sure the graphics card is plugged into the PC properly. Try and try the card in another PC to see if it's dead.

Look for a button on the Screen. Press it to turn the screen on.

maybe it does that coz the comp is turned off. MAYBE!!! lol
just turn the screen off if it says that
