the speed of the camera itself can have an effect, but usually it is simply the speed of your internet conection, unless you have a very old webcam.

Various things.. onboard hardware of the cam, driver software, Net Connection speed (you cant get around that one no matter what) Other Cam software.. You can adjust frame rates on most webcams, but it isnt going to exceed either your net connection, or the cams chip based hardware.

Internet connection mainly. Application settings can also toggle quality and/or speed of updates. Using USB 2.0 could also be a big boost.
