call hte prison and ask. They have a HR office you can talk to. You first step is: Do you know the name of the prison?? If so, google it and call them up.
You will have to prove a reason to write...........mother of child, sister, brother.............you can't be a girlfriend/ friend/ or even distant family. Only close relatives, and members of his immediate family. If you know the family then they can give you the address and then you can write with no problems. It's a quirk in the system. They have to follow those rules b/c of inmates contacting like drug llords or trafficking...........stuff like that.
A friend of mine is in jail here in Texas for murder. That's how Texas runs the rules. West Virginia might be different.

Uh-- why would you WANT to write to a scumbag?
Just call the prison--there probably aren't too many fed pens in West Virginia and you could narrow it down.

okay you need to go to the Department of Corrections Web site for West Virginia (google it) then click on offender search, and then you can type in his name and info and it will show u his pic and DC number. I live in Fl and I have had to look up alot of friends this way, hope i helped
