It depends on the brand of card and if it is a parallel card. In the 1980's, Topps came out with a sister set to their base and traded sets called "Tiffany". These cards had white cardboard stock and extra gloss as opposed to the regular cards in the set. Donruss and Fleer didn't have parallels to their sets. But the bottom line is this:

Burns went 21-23 with a 3.47 era in six major league seasons, mostly with Oakland (he also had stints with Texas, Toronto, and in his final year of 1993, with St. Louis).

In short, a Todd Burns baseball card is worth a common price (usually between 5-10 cents, because of the overproduction of baseball cards between 1988-1994), especially if it is an Oakland A's card that would have been produced between 1989-1992.
