Urban, rural is that way for a reason. Most rural land is used for farming and ranching or other things that are needed for our existence here. The more it is developed the less land we have for this. Besides most people that live in rural areas wouldn't be there if it wasn't rural.

This is a funny question. Why one needs 2 eyes, lungs, kidneys, hands legs etc. when Nawab of Pataudi could play cricket with one eye and score a century.
Both rural and urban economies are interdependent and can not prosper in isolation. Rural economy provides food and other agro products required for urban population and also provide market for the things produced in urban industry. Now why whole world is looking to India and China (predominantly rural economies) is due to their vast population offering excellent market to sell their products.
Simultaneous development of both rural and urban economies is highly essential for overall growth and prosperity. They are interdependent.

I would say Rural. most rural houses are run down and it would be nice for thos country folk to have a new modernized home.
