You may be able to modify your contract if it does not fit your usage pattern. Contact your service provider. Contact information is on your bill. Most companies have people that will work with you. They want happy customers.
If the service provider seems unreasonable contact the state agency the deals with fraud or the FCC.

You can find out where they do not have coverage, and then say that you are moving there. You can also ask someone who works for a competitor of your cell phone company what to do.
