The USA. It came out relatively unscathed compared to other major powers. No cities destroyed, and the economy rebounded quickly from 1944 on So much so that, some war production was actually converted back to civilian
The USSR lost 20-24 Million people (estimates vary), and about 30% of its industrial base-which wasn't that great to begin with.
Contemporary Russian historian estimate that the USSR didn't fully recover until 1960 or so.

The US in the scope of your question, eventually today Soviets is just a name, wherelse US has grew from strength to strength as is the true superpower almost unrivalled. In a wider scope there's no winner in a war, every participant to the war will remember their losses, big or small. In all the human race are the one that losed the most in every war since the beginning of history.

A no brainer, the US. It enabled to US to become the economic and military superpower of the 20th century and spread the benefits of our culture to the peoples of the planet. Representitive government based on the rule of law with a free market economy is the system most compatable with human nature and therefore the calling of mankind
