If you have tried cleaning it and can not remove it, you might consider having the carpet professionaly cleaned. They have chemicals that can remove the stain and kill any bacteria and deoderize as well. There is no quarantee on urine stains, since it is an acid. Urine can affect the dyes used in carpet, although not all occurrences will result in a permanent stain. When urine spots develop slowly and are noticed after much time has elapsed, the dyes and carpet fibers may be permanently damaged. In beige carpet, blue dyes are attacked by pet urine, leaving behind the red and yellow dyes with a resulting stain appearing red, yellow, or orange
Another problem, especially with cats, is odor. Unless the cat urine can be completely removed, complete odor removal is unlikely. A number of products are available to combat odor, but may simply mask the odor. Recently, enzymes, available at pet stores and veterinary offices, have been developed that are more effective; but they may be better used by a carpet cleaning professional.

I would check at Home Depot (or your local equivalent) to see if they sell deodorizer/stain remover. I bought something like this a few years ago, because I spilled milk in my car (about 2 cups of milk and was not able to clean it because I was driving when I spilled it). Once it set in, everytime I parked with the windows up and it was hot outside, my car smelled horrible. I used this spray to clean the spill and it worked perfectly. I don't remember the brand, but it was in the vacuum cleaners and carpet section. The bottle said that it removed stains and urine stains as well.

Pet-supply stores sell and enzyme cleaner that will remove bio-stains like urine and blood. Odorless, and they really work, but if the stain is old you might have to re-clean it a few times.

If the stain has been there for a while, you might not be able to, but since the concrete floor is stained, its probably sealed and stopped the urine from really soaking in. I would try TSP aka Tri Sodium Phosphate from your local hardware store with a scrub brush and hot water. Good luck.

Try using some of your own shampoo, it should lift it out , wait till it dry´s to make sure the stain has come out . if so wash again then dry with your hair dryer
