Should an amicably separated employee have access to his voicemail for a certain period of time?

No they should not have access to anything pertaining to their old job.
Think of the security risks, even though they left on good terms. Are you or your company willing to take a chance he/she will do anything to put your company at risk?
Once an employee leaves (quits, gets fired, etc) Any and all access to corporate information/systems should be promplty revoked.

Since voicemail is part of the phone system and the company pays for it. In return it is property of the company once you leave or get terminated you lose all access to it.
