drinking fountain repair info for Halsey Taylor model sw-8-a?

can't get enough pressure to get water to squirt high enough to drink.

I have tried adjusting the flow valve (think that is what it's called) and it didn't work. The valve I'm talking about has a diaphram in it. It was just replaced less than 2 years ago so it shouldn't be bad.

intake screen? stopped up water line? is the actuator on the valve adjustable? it's a small machine, study it and you'll find the answer.
