My main problem is that i am 18 and have tiny boobs, im almost flat! Its terrible! I'm about 5'5 and only weigh 46 kilos &I started my period at 15 (i know how embarrassing) Is there any chance i can still grow since i started so late?
Will drinking lots of milk and eating fatty products such as yogurt and cheese help? I also have a very fast metabolism..im really skinny and ppl think im anorexic! I eat like a fat pig!
Please give me some advice! I'm desperate!

Well, as long as you are healthy, why would you want bigger boobs, they are such a hassle...I'm sure your perfect as is, I wouldn't change yourself unless your sick, other than that, enjoy being one of the thin ones...

Good luck!!

I'd bet the delayed menarche (first menses) was due to your low body mass.

Don't eat fatty food. You'll only screw up your cardiovascular system and liver that way. You should stick to eating a healthy, balanced diet (whole grains, lots of fruits and veggies, lean protein), but it's very apparent you require more calories than most of us, and that's fine. Yogurt and cheese is actually very good for you, but go for SKIM products. You could use the calcium, really.

Have you ever had your thyroid checked? Thyroid glands control metabolism, and if yours is running full throttle, that'll explain why you burn calories like mad. It's not a good thing. Eventually, the thyroid will give up and die, and then your metabolism will be permanently wrecked. See your doctor ASAP and test for thyroid conditions to avoid future problems.
