Total scam, especially if your house is brand new. I would only consider it if your house was at least 50 years old and the sewer pipe was clay. Then I would drive my car over the pipe area to break them and try to collect. Chances are you could never reach them and you would be stuck in the phone answering system for life.
If you think the notices are from the water company, this company maybe mis-representing itself. You should then file a complaint to the County district attorney.

Technically the home owns the sewer and water line to the street connection. Considering it would cost a lot of money to have repairs done in the event of a problem, it's a question pay the insurance or take the risk.
If you live in a newer development perhaps taking the risk is ok. If you live in an older area of town where the pipes are older with lots of big trees it might behoove you to pay the fee and reduce the nightmare of a $10,000 repair bill.

This is the same thing the phone company tries to sell you. They sell line insurance. If anything goes wrong with the lines inside your house they will fix it free, but not really because they have been collecting from you for years.
Your responibility starts at the meter. Anything that happens between the meter and your house you get to fix. If you have a new house the likelyhood of you ever needing that work done is slim. It could happen though.
$144 a year for something you will probably never use seems high. If it was $12 a year I would probably do it.

It';s a scam man. It is true that you are liable for the water and sewer lines to the main line. But the chances of those failing are pretty minimal. Roots can grow and find their way into sewer lines, but if you have new PVC pipes, then the roots will have a hard time penetrating those lines. Good luck.

It is just one of those things that they will let you pay for and that you will probably never have to use. The water and sewer lines are probably good for 30 or 40 years..do the math and then think about whether you will even be in the house if either fails.

well, I had to replace my water line from the house to the water main and it cost me around $1,500.
If your water line between street and house is old galvanized pipe, the insurance is worth it. If your water line is copper, probably not worth it.
If you are in a climate where the ground does not freeze in the winter, definatately not worth it.
