This is a very good question and the answer is difficult. However, this is my answer. Dynamite Kid. For a casual united states wrestling fan the answer would be Chris Benoit due to his popularity in WWF/E WCW and ECW. Furthermore, to the hardcore united states wrestling fan the answer would be Chris Benoit. The key words in the previous two sentences is united states wrestling fan. If this premise were expanded to North America, the answer then becomes Dynamite Kid. Through research (videos, commentaries, etc) many wrestling enthusiasts consider Dynamite Kid the greatest in-ring performer of all-time. Bret Hart is one of such people, (a comment like this coming from the excellence of execution carries a heavyweight truthfulness). Benoit and Kid are for all means and purposes are mirror images of each other. They intensity, tactics, builds, and ring psychology are completely parallel. Kid was a tad bit more innovative and ahead of his time. This alone may be what makes Kid the answer to the question. Benoit stood above the competition in an era where numerous wrestlers attempted to trademark the ultimate ring technician style, while Kid stood alone in an era where wrestling was wrasslin' (a slow paced, methodical war of wills and stamina). Long before the british bulldogs, Kid reached Hogan like status in Canada, and was the original Bret Hart (not to mention his classic battles with the young hitman which propelled both of their careers to legendary heights.) However, Kid opted out of the mainstream glamour and glory stage of the WWF and chose to have his name ring proudly in Canada and other territories where a line was drawn between sports and entertainment. Benoit did the same, but stayed in the mainstream where his popularity only went as far as his promotion. To put all of this in a nutshell; think Dynamite Kid=Ric Flair, and Chris Benoit=Jeff Jarrett. Same gimmick, same style, same moves, one just did it first and just a little better (a little).
P.S. With the respect that Benoit has for the art (not the business) of wrestling, he would not allow himself to be placed ahead of Dynamite Kid for whom he has such respect and admiration.

In a shoot, I'd say Benoit.
In a wrestling match - whoever the scriptwriter would want.
