Has nothing to do with hardness, the reflective or refractive aspect is determined by cut and clarity, i.e. facets.

no, its based on how well the diamond is cut. a very well cut diamond will have more sparkle than one that is not cut well. also different shapes, take round and baguette for example, will have more sparkle because a round has more facets (cuts) than a baguette shape does.
