What I'm asking is people with longer legs can run for longer at a constant speed,

But people with short and more muscles in there legs can run faster but for shorter distances.

People with more muscles in legs, can get a better start or thrust the peole with long legs

Not necessarily. It turns out short people are better at both short and long distance running.

While long legged individuals do have a longer stride, the advantage is usually lost by the additional weight that tall people carry. The best distance runners in the world are shorter with abnormally long legs and great lung capacity.

As you've already noted, sprinters tend to be short and muscular. This allows them quick starts and max acceleration.

If long leggged tall people do have a running niche, it's in the middle distances (800, 1500 meters) where the endurance isn't as critical, nor is the start and acceleration, but long strides are helpful.
