The triangles help you line your fabric pieces up. You can either take a small single snip inward (no more than 1/4 inch) just to mark where they are, or cut the triangles outwards. Since you are a beginner, it might bew better for you to cut them outward...

Usually I cut the triangles out into my scrap fabric. You use them to align the pattern pieces when sewing them together. You don't have to cut them, though. If you prefer you can buy a sewing pencil or chalk and mark them with that. You should also mark the dotted lines and large and small circles with the pencil, too. All those marks tell you where to do stuff when you're putting the garment together.

If you cut in the OPPOSITE direction of the triangle, so that your fabric ends up with a little pointy protrusion along the cutting edge, you won't accidentally cut too close to your stitching line

I never do , because you'll forget where they are, unless you mark them- Those triangles are there for your purpose so you'll know,where, what to do? I use to cut alot out, but learned from experience, so now I just kinda cut around them, then if you need to reuse that pattern, all's in tack-

I don't cut them out because I don't use them but if you're new to sewing then cut them out...they are the locations that you match together to assemble the garment.
