philippines shoe sizes?

if im going to buy a pair of sandals for my relative back home, what size should I pick? He's about size 9 in our local shoe brands like Tribu, Rusty Lopez. he tried US 8 and it's too small.. Can anybody pls help?

Shoe sizes in the Philippines and US are the same unlike clothes sizes.
