what is the rule for sight words? are they different because they have 2 vowels?

As used in the Early Childhood Longitudinal Study, Kindergarten Class of 1998 (ECLS–K), this reading skill is one in which the reader can recognize common words by sight.

For example: seeing the letters C-A-T, the student recognizes the combination to be the word "Cat" and knows both how to pronounce the word and what it means..
