SERIOUS HELPFUL ANSWERS PLEASE!
I cannot afford a lawyer (I tried!) PLEASE don't waste time writing that.

An abusive, drug user, who an idiot TN judge handed 1 of my children to recently. I've been away from him for 8 years. He can't physically hurt me, so he took my kid(bought him a new truck, buys cigarettes for him and condoms!) Left alone til 1 am
Has recently become out of control, threatening me, refusing my visitation rights. I contacted several child abuse centers, CPS, cops, DA, been in contempt of 2 courts for 9 months ( denied my visitation & calls) NO HELP from ANY of them

There are very few places in the south, TN especially for a woman to get help/protection from law "enforcement" Check womenslaw.org, at lawyers.com you can join a forum or "ask a lawyer"
Sorry I couldn't find anything else in TN.
If all else fails take your kids and run!

The Bill of Rights (in TN) make clear what you are entitled too, however, this is more of a child custody/civil/family court-{ T.C.A. 40-38-101} that's the code....involving child protective services is an option as they can require drug tests, do onsite/home inspections without notification & will go to the school & talk with the child directly (without notifying the father)-

In Tennessee...

The Victim's Bill of Rights, T.C.A. 40-38-101, grants certain rights:

Rights of Victim and Prosecution Witnesses

Dignified and compassionate treatment.
Protection from intimidation/retaliation by the defendant and/or defendant's family.
Separation from defendant and family at court (when possible).
Victims shall upon request have a right to information about:

Court processes
Continuances
Plea Negotiations
Court times, dates, locations
Victim's role in each stage
Service agency referral
Victims Compensation
Voicing an opinion on a defendant's
Sentence or plea
Recovery of property as soon as legally permissible
Restitution (information about how to obtain restitution directly from defendant)
Priorty to victims of violent crime

You may sometimes feel frustrated and discouraged--the process of criminal justice does take time.

To avoid the frustration of possible delays, contact the victim/witness coordinator to confirm court dates.

Some of the delays you encounter, however, are part of the system that also protects your rights.

Since it is not possible to give you all the information, please contact the Victim/Witness Coordinator or the District Attorney General for more information.

That's a pretty tough question. It's not their fault, but unfortunately for you, a cop can only respond after the fact, or once it's already too late. Your best bet is to move and/or arm yourself. Don't become another victim, because a criminal's rights are much more vehemently fought for in this country.
