This really depends, but if you are running XP the first thing I would suggest doing is booting off the XP CD. Then in the setup program tell it you want to repair an installation (not recovery console). This may very well fix your problem, but without knowing more I can't be of much more help.

Do you use Windows XP - re insert the disc and there is a "Repair " option on it - it should be the same for other Windows .There is no neeed to reformat

With the Windows XP CD in the CD drive, click start/run. Type in "sfc /scannow" (without the quotes) in the run command.
