In a decimal system when ten units make up one unit of the place value on the left of he figure , eleven thousand and and elevn hundred would make twelve housand and you can not call it elelven thousand and eleven hundred .but if you still insists that you should speak of eleven thousands and eleven hundred , you can write them like this ;
11000+1100+11.
In a number in the decimal system no single place can be representd by a number exceeding nine as nine is the highest single digit in the decimal system.
it is like asking some one to wrtie something that is not existing .Can any one write what is non -existent ?

There is no such number.
Your number (as you have stated) would total more than 12-thousand.
