I think a big square box painted to look like a Rubik's Cube would be awesome! Cut out a hole on top for her head, holes for the arms, and leave the bottom out. She'll likely wish to shed the costume at some point, in which case she can wear the requisite 80's style clothing underneath -- Frankie Say RELAX t-shirt with black leggings, teased hair and big bangs, lots of Aqua Net hairspray, jelly shoes, and neon colored earrings and bangles and lots of blue eyeshadow!

Get a cardboard box and paint it a a refrigerator and she can go as the Fridge.
She coold dress up like Olivia-Newton John in the Physical video, that was a real poular look back then, with leotards, a head band and leg warmers.
Or she could go new wave with spiked hair, black leather jacket and black parachute pants. Those scarfs with piano keys were real popular back then as well.
Get a plastic red/ orange flower pot and a yellow plastic jumpsuit with glasses, and she can go as DEVO
