start > All programs > Accessories > Paint
Open them in windows paint program. Click on image >stretch skew ( give a number smaller, say 50, 50 in the box front of stretch, Horizontal and vertical) press OK. Then save it as jpeg file with another name so that your original file remains intact. Check the final size of the image after saving. Repeat the procedure with the original image if you want it still smaller or bigger, by reducing or by increasing the stretch value.

The only ways to reduce the file size is to either reduce the quality or the picture size.
Most cameras will allow you to reduce the quality by reducing the megapixel used when taking th picture. The lower the megapixel, the smaller the file size (and the lower the quality).
You can use a picture editor to reduce the size of the picture (like from an 8x10 to a 4x5). While that will reduce the file size, it will also reduce quality and picture size. Some cameras will allow you to adjust the picture size when you are taking the picture.
A third alternative, if the issue is reducing file size for file transfer or storage) is to compress the picture with a "zip" program. That may allow you to get it under the 2mb size for file transfer. But once transferred, it would have to be unzipped before it can be used, returning it to the original file size. Also,since jpg is already a compressed format, "zipping" the file may not make much of a difference in the file size.

use a photo editor, like photoshop or fireworks! or... microsoft office photo editor, that's at lot easier to use and it works just fine!
