why? let's make things clearer:

b^4 = b * b * b * b
b^5 = b * b * b * b * b

so... simplify.

(b * b * b * b) / (b * b * b * b * b) = 1/b

well the b to the fourth cancels out on top and bottom, so you put a 1 as the numerator, this serves only as a place filler.
you end up with 1/b (one divided by b)

=1/b
or
=b^-1 (b to the power of negative 1)
