Not like you want it to.
As another pointed out, your graphics card will not support the fancier features of Vista. Also I would not recommend running it with only 512mb of RAM. I would recommend at least 1gb and some early reviewers are recommending 2gb.
The real question is why? You will end up with a system which will work much slower than the one you have now. You won't be able to run all the eye candy. And the limited additional security features can be easily replicated in Windows XP.
Plus, MS does not have a great reputation for getting it right on the first release. I'd advise waiting until the first service pack and saving up for a new laptop. For myself, my PC has the power but I'm not planning on switching until I have to.

Yes, your computer meets the minimum requirements.
Vista Capable
Processor 800 MHz
Memory 512 MB RAM
Graphics card DirectX 9 capable
Graphics memory 64MB
HDD capacity 20 GB
HDD free space 15 GB
DVD-ROM/DVD-RW
You'll only be able to run the basic settings unless you upgrade that RAM to a GB. Windows Home Basic is all you can really get until that point. If you do upgrade to 1 or 2gb of RAM you can run Home Premium or Ultimate with that setup! (2GB recommended). The Intel GMA 950 can actually do Vista premium graphics.

I doubt it, seriously.. that's a weak system. Unless you want to run Vista Home, you stand no chance of smoothly running power-hungry Vista.
(And I don't even know if you're good enough to run Vista Home, because you're system is really powerless.)
a) Celeron is an extremely old processor, and 1.6ghz is slow.
b) 512mb of RAM is NOTHING, especially with integrated graphics. If your integrated graphics takes up to 128mb RAM,
that'll leave you with 384mb of RAM, which is unheard of.
c) Listen, stick with XP until you're ready to buy a new computer. If you want to upgrade soon, I'd recommend the Home Premium version with an Intel powered Core 2 computer.

Assuming that you have at least a 40 gig hardrive as vista home edition takes 15gig. YES it will run but not with all its fancy features such as aero. That needs a 128 dedicated pixel shader 2.0 graphics card for that feature.
