The chair at my computer desk holds a lot of static electricity. Every time I sit down, the hair on my arms is attracted to the armrests. When I stand up, my pants are stuck to my legs, and when I touch the top of the chair, I get shocked. I use a thick plastic chair mat, on carpet. Any ideas?

Sounds strange but it's effective: Get a large can of aqua net hair spray (probably any cheap brand is fine) and spray the carpet under the mat, and the fabric on the chair--if the chair is fabric. Wait 3 minutes and sit. Wahlah! No static.

static charge is normally developed due to specific materials, when they are rubbed together specially in dry condition. Chair itself can not develop any static charge. I would suggest that you look for the material around your work area, which is causing this

1- Try to remove the cause, could be the carpet and/or foot mat
2- Use a humidifier

Grounding strip can also be used, which is normally metal strip or mesh connected to your office/home electrical ground

Try using the anti static spray for clothes - spray the chair.
Might also try "grounding" the chair with a rubber strap.

Many of the other suggestions will work, but most require routine maintenance. This is a permanet solution.

Try rubbing dryer sheets on your chair every morning before you sit down. That should work.

spray a little water on the carpet. keep a mister spray handy
