I have only taken the I-5/I-10 route; I've heard it's the fastest and most scenic. And...Welcome to Tucson!

The route you listed is the probably best this time of year. You would probably get much better fuel mileage on 5. You would have more flat highway with less mountains in California. If you go to Portland and pick up Interstate 84 and go out to Salt Lake City, UH and then down Interstate 15 to Las Vegas, NV and on to Tuscon from there it is Very Beautiful country...Like midlandsh said. And you get to go through Vegas...But this time of year snow can close the roads. It is only about 50 further to go 84 to 15 if time is no concern and the excess mileage...But the weather is better on Interstate 5 most all the time compared to 84 and 15. It's definitely easier to drive straight south and then south west to reach Tucson.
However, if time isn't as much of an issue, and you want to take a more scenic route, I would suggest taking I-90 to I-82 to I-84 through Utah. Then, it southern Utah, you have several options, one of which takes you through Las Vegas.
