Why are grant writers a catch 22 for nonprofits?

Question

I'm told the Grant Writers Code of Ethics will not let them write grants on a commission basis. Are Grant Writers not there to benefit the non profits as well as them self? Most grants will not allow you to include the cost of a Grant Writer. Are Grants not there to benefit non profits?
The world is full of successful people who work on commission. I know I'm one of them I am in Real Estate, Mortgages and Financial Services. I question the Grant Writers success rate when they require money up front. I'm sure there are many successful grant writers out there so if any one knows the answer to this catch 22 for nonprofits who need grant to pay for a Grant Writer PLEASE HELP!!!!

I don't know if this will help you or not.
I worked for many years for an educational grant writer. I researched the information for them. Once the grant was accepted I researched the information for them, hired more researchers, summarized the results for presentation, and sent payouts to the hired researchers.
I don't know if this is the norm for all grant writers or just the dozen or so that I have worked for. Whether it is ethical or legal I do not know.
The Grant writer (GW) would be contacted by an organization requesting assistance with writing a specific grant.
GW would give me the guidelines of the grant, I would see if a grant had already been done in that specific area. If yes, the end result of the new grant would be changed in order to allow a new grant. (in other words(old grant): read this book, after reading book 80% of readers believed the sky was green, 10% still believed sky was blue, 8% undecided) (new grant) read this book, can we convince the 80% that the sky is actually aqua)))
GW then totals up the hours it will take to speak with, document, research, write up, summarize information. As well as minimal hourly for the hired researcher, office tools, telephone calls, travel expenses, etc.
GW then pads the total with 20% more for incidentals and 30% for her compensation--all of this is easily hidden. And if the expenses were not completely used up someone got a bonus (ususally the GW).
I did this for several years, it put food on my table. My employer however is still writing grantsl

Wa alaikum as salaam, no person rather is attentive to the respond of this one different than the Almighty-All Knower- Allah. and that i think of as a exchange people attempting to think of what Allah might intend, it is impossible with our little and corrupted iman and ilm, i think of we ought to continuously be hectic approximately no longer being people who might stay in Hell. it is like imagining how might one have fun after tests while he has no clue what so ever if he's even gonna bypass. Allah is attentive to terrific :)
